The human resources area, newly created, aims to efficiently support the processes of personnel selection, incorporation of new team members, keeping documentation up to date, and support administrative management, for all projects of AAH in Moldova, under the regulations of AAH, project funders as well as the legislation of the country.
To be the guarantor of compliance and enforcement of internal control policies and regulations, archiving and donor requirements for HR files and documents; to ensure the administrative management of human resources in line with internal policies and labor laws in force.
Under the supervision of his/her line and functional manager, the HR officer position will provide support for all tasks and processes related to the administration of human resources to ensure the smooth functioning of the HR process on Moldova mission.
The HR Technician ensures that departmental documentation for all national and expatriate staff is completed and performed in accordance with Action Against Hunger policies and procedures and legislation, maintaining constant communication with focal points/project managers on personnel related processes.

POSITON SPECIFIC OBJECTIVES AND TASKS.
Objective 1: Manage the recruitment and attraction of new talent for the mission.
Support the review of job applications and verification of job descriptions at the beginning of the recruitment process to ensure that they are standardized and compliant with requirements (validated by Deputy).
Support compliance with standard and best practice recruitment procedures, ensuring transparency and compliance with selection policy.
Collect resumes from the HRIS system for pre-selection and identification of candidates who pass to the technical testing phase (Download from the system).
Send out invitations by e-mail to pre-selected applicants.
Perform technical tests to pre-identified applicants in coordination with Deputy / Technical reference for each position.
Perform Watchdog verification of selected potential applicants.
Carry out the verification of employment references in compliance with the established process.
Objective 2: Support in the preparation of payroll and everything related to the payment of staff in collaboration with the Admin-Fin Dept. under the supervision of the Deputy.
Monthly update of the data for the monthly elaboration of the payroll.
Provide the corresponding information to Accounting for the calculation of the monthly labor income tax withholding.
Send for signature the supporting documentation for personnel payroll, such as contracts, policies, and other HR documents.
Control of personnel registrations and cancellations in labor Moldovan institutions. This in coordination with HR company and lawyer.
Objective 3: Management of information and supporting documentation related to the mission's personnel.
Elaboration of labor contracts, addenda.
Vacation control and compensation for days worked during non-working hours.
Preparation of personnel files (constant updating).
Preparation of administrative documentation related to digital and physical personnel files, including organizational policies.
Support in the uploading of digital personnel documents to the HRIS System and the HR Digital Documents channel in Moldova.
Support in the issuance of certificates required by staff, and other administrative correspondence required.
Support in the attention to the request for access to the platforms used in the organization according to the position to be performed (in coordination with HR reference in HQ)
Support in the follow-up of delivery control of staff Timesheets generated from Agresso by Finance.
Support in the compilation of documentation required for Human Resources preventive controls and participation in audits in relation to staff documentation.
KNOWLEDGE AND EXPERIENCE REQUIRED:
Training: University graduate in business administration, social work, psychology or related fields.
Technical specific knowledge:
· Knowledge of regulations, characteristics and requirements of Donors and/or cooperation agencies.
· Knowledge of Moldovan regulations on human resources management.
· Desirable training in Contract Management
· Knowledge of MS Word, Excel
· Knowledge of payroll and HR management software.
Previous experience (years):
· Minimum experience of 09 months in similar positions.
· Experience in personnel management.
· Demonstrated experience and/or personal commitment to the promotion of gender equality in humanitarian and/or development work.
· Experience in international cooperation desirable.
Humanitarian sector knowledge:
· Experience in the cooperation sector, in humanitarian or development NGOs is desirable.
Organization knowledge:
Knowledge of Action against Hunger would be appreciated
Languages: Excellent communication skills (written and oral) in English.
IT systems: Advanced user of Excel; knowledge of Windows office package
Mobility (national/ international)
Based in Chişinău, ability to travel within the country.
